Yes.  They could well have used the original patents to obtain the exact
specifications.  Or, for that matter, they may have just disassembled a
lens and worked it out for themselves:  the Germans had sent the Japanese a
bunch of optical glass during the War by submarine, and I suspect they had
the right mixes on hand.
