I think it is because you can do long exposures and still not have strong blacks. Then a quick flash of a high grade filter and the blacks come in quickly. I have used that technique a lot. I'll print my negatives at a lower grade than normal to get smooth creamy highlights and open midtones, and then flash very short exposure with a #5 filter and it makes the blacks sing without the harsh local contrast in the highlights that comes with straight printing with higher grade papers.
