If the climate isn't too hot, one of those thin, unlined nylon jackets or
a loose open-front shirt  worn *over* the vest helps to mitigate that
pillock look whilst still permitting relatively unrescricted access to
the pockets.  The outer garment can also be quickly fastened up to
restrict *unauthorised* access to the vest as well.
