While some of the restaurants and bars aren't fully open, the citizens of Austin are back to normal. When talking to restaurant owners they do not wish to run afoul of the dispute between the governor and the local mayor plus they are concerned for employee health. You see groups gathered in the shade of the oak trees every day.
