Thanks to Chris Crawford I have an answer to why my Monochrom files were not 
opening in CS6.
Chris wrote that Nik won't open a file that isn't rgb.
The fix is simple:
Go to top of screen to Image>Mode>RGB
After you do that, go to Filter and you will see that Nik is now 
highlighted.?When you click on Sliver Efex Pro 2, you Monochrom file will 
now open.?
