Unlike a stroll through downtown Seattle or Spokane. Maybe you are just frequenting the nicer areas? A any rate, I hope this does not change. My sister had the opportunity to go to China when it first was open to US citizens. She remarked at how safe she felt, and how clean things were. She got to go back again 4 years later and was shocked at how much things had changed.
