I have a brother in Vancouver, and they lived with all their windows covered 
in paper, because they didn't want people ever looking in the house.  
Apparently this was a method to foil theives and break-and-enter artists.
 
In such a luxurious city, I couldn't ever imagine living like that.  But, I 
don't live there, and apparently, there were years when B&E was a real fear.
