He's saying its illegal to use a long lens at the top of a building to
photograph a person a long distance away. In other words he's talking off
the top of his head. Making stuff up as he goes along.  I doubt there's been
a 300mm lens ever bought it history that didn't get a person in it way off
in the distance who didn't know they were being photographed.  I think we're
looking at a blogger posing as a writer.  The most vague credentials I've
ever seen.
By the way the long lens issue is under " Things that require special
equipment to see" as if a simple long lens is right along side of IR
amplified  surveillance night gear.
It ain't.
Its just a long lens. A lens which is long.
