Australia is like that too. In Serbia, voting isn't compulsory, but
elections are invalid and have to be redone if voter turnout is less than
50%. It gives politicians an incentive to represent and appeal to everyone
rather than just narrow interests. In the US, politicians actually hope few
will vote because they can ignore most voters needs.
