For me the line gets crossed
when the "effect" overpowers the "photograph."

There are a few people working with these HDR and Plugin special Fx
who truly do seem to "see" and so work in this way.
In these cases the power of the photograph equals or surpasses the Fx.
The Fx become part of a personal style but not a style for style's sake.

I think the trick has always been to keep effects in balance without 
overpowering.
This would apply even to simple things like dodging and burning.
