Have others done it in the past? Yes. Does that make it right...not in my mind. Cheating is cheating. If someone is caught they ought to be stripped of their medals and kicked out. Period. If it is "State Sponsored" then that "State" should be show the door. I know as long as there are competitions there are cheaters. Not all are caught, hell probably most get away with it. However when some one is caught then they should be punished, no matter how it was they cheated. As far as what this has to do with photography, not a lot I guess...however it does have a lot to do with ethics and that is something I think ALL photographers think about.
