Use distilled water with them both. If you try to dissolved the cloudy fixer stock solution in tap water, it may never dissolve. I aways mix my fixer in a mason jar before I even load the film in the tank. Sounds like a hassle, but you only have to fix for about 5 minutes and you don't have to worry about long rinse times.
