Actually, that practise is illegal in the United States.

However, manufacturers can impose a minimum advertised price, but cannot 
control how much the goods are actually sold.

If you look around, some dealers offer free shipping, free goodies, free 
accessories and such.

It's analogous to the credit card policy prohibiting merchants to charge a 
premium for credit card purchases, but does not prohibit cash discounts.
