In our little town we have had several feature film crews here in the past year shooting. We contract for police details, and clean-up, but to my knowledge there is no location fee. The state of Louisiana provides tax and other incentives for producers to come here. Steel Magnolias was shot entirely here, and we still get tourists coming to see the locations, in fact, the prime locations are on a buggy tour. Most locations, in my experience, if you go to them early, and present some credentials will give you pretty free access. You know that the U.S. Capitol Grounds has a prohibition against tripods; I have shot on the back stairs with a tripod. How did I do it? I applied for a permit from the capitol police three days before the shoot.
