I stopped at a motorway service centre and it was like walking into an airport duty free shop. Plus the people are nice and have few hangups about which language they speak--most communicate easily in Dutch, French or German (of which their own language, Letzebuergisch, is a dialect). For Belgians with savings it has long been a national sport to stash their money in Luxembourg--the two countries shared currency long before the Euro came along, so there was no exchange rate risk, and Luxembourg was at least as discrete as Switzerland when it came to communicating with nosy third parties such as foreign tax authorities.
