The first option, cooperation, has been ruled out by C and N, according to the late Sal DiMarco. I believe Karen Nakamura has coroborated the C side of this based on her internship with C. The second option, reverse engineering, is risky because C and N, in a fit of jealousy, can tweak the electronics of the bodies just enough that reverse-engineered products will turn into fishing weights. As a consumer you might be willing to take that chance with a lens that saves you lots at purchase time, but as a consumer would you risk the price of a Leica lens on this scenario?
