Usually it only lasts for a few minutes in the morning before the sun burns it off. First, remove a steel mill that created hundreds of high paying blue collar jobs. Then build some near million dollar condo's using labor of unknown national origin. Oh, also remove all the clutter of the urban landscape such as coffee houses, clubs, strange shops selling interesting objects or anything else that might bring people out of their cars.
