The nice thing (not clear if it's applicable to Elements) is that
with the method mentioned by Tina using the Measuring tool,
PS automatically transferred the angle obtained by the Measuring
tool to the Rotate->Custom dialog box.

The book "Real World Photoshop" by Blane and Fraser go over this
and many other handy ways to efficiently use PS tools.
