Completely window dressing, ineffectual.  It's exactly like the no 
parking foolishness within 300ft of airport terminals a couple of years 
back.  If one can find 20 fanatics to fly airplanes into buildings, one 
can find one fanatic to drive a rented truck full of explosives past 
the terminal at 5 mph and detonate it.
