Subject: [Leica] Mystery Photo

I just received a Russian Moskva 5 folding camera that I purchased from a Russian dealer off of e-bay. No problems with the camera it was as expected, what was not expected was there was a film in
it. So as a hoot I decided to develope it, not expecting anything. Who knew how long it had been in the camera or what it had gone through. To my surprise there were some images on the film.
Several were blurred pictures of a group of school children and their teachers in a formal class photo. However one shot was sharp, it was of two men standing in front of an interesting building
somewhere in Russia. My question is can anyone identify the building and tell me where it is?

And second can anyone translate the sign on the top of the building and the one over the door (see below) ?

Any help appreciated
