It's more like a rule of thumb that generally gives you a pretty accurate ability to reproduce certain tonal relationships based on the exposure modified by development. There are no such magical 10 zones from white to black. Ansel himself who, along with a teacher from a college in the Bay Area, invented the Zone System, was adamant that people understand that its more a tool to describe the process rather than a comprehensive system of sensitometry.
