If it's the picture and situation I'm thinking of it did run in full in
other countries and did show the full and terrible range of the girls
injuries.

In which case one fairly obvious assumption would be that the editorial
decision to crop that way was because the reader's tastes don't run to
seeing the full and graphic impact of US bombs on innocent children during a
war being waged in their name? But then maybe I'm mistaken?
