Correction, "hemp", that plant you make ropes out of, is probably legal ... you can't use it for anything else other than ropes :) and that's probably what this is. They're related, but not the same plant. I have all kinds of plants from that bird-seed: a dozen sunflowers, wheat, barley, oats, and this. I hadn't even noticed it until last week when it stuck its head up over the flowers.
