It absolutely counts. No matter how much depth of field a lens demostrates, there is always an optimum plane of focus, and that's where you want to place the eyes on a portrait subject. Other kinds of subjects will vary that practice. But no matter what. Optimum focus should always be practice. I'm not a believer in "F8 and be there" except in cases of extreme speed required to get the shot.
