The best you can do is scan at the optical resolution of the scanner. Scanning at anything other than that degrades the image because you are asking the scanning software to interpolate or decimate the data. What you then do is resize the image in PS, and what you do there depends on your desired output. If you are outputting to an Epson, simply resize the image to what you want, and DO NOT RESAMPLE (uncheck the box) and let the PPI to the printer fall where it may. This avoids resampling the image twice, once by the scanner, and then again by the printer driver. My suggested method only resamples the data once, by the printer driver (which resamples to 720 prior to running the dithering algorithm for the desktop Epsons).
