I don't think so, I seem to remember reading that the 'things' (prions?)
that caused mad cow disease where not destroyed by cooking. I think it's
just that in the UK/Ireland people have tended to eat there steak cooked
more than in some other parts of Europe.

I suspect this is because of the Mad Cow Disease scare. I believe that 
fully cooked beef eliminates all risk and the restaurants are probably 
erring on the side of caution.
