Characters outside the basic ISO Latin 1 character set are very difficult to transmit electronically so that sender and all recipients see the same thing.

It's easy to put a numeric code into your computer that will generate a character on your screen. But if the character that you see on your screen is not on your keyboard, the chances are very high that a recipient will see something else.

The protocols to make characters beyond those on your keyboard work properly are *very* complex; most software does not follow them properly.

Once we all use Unicode, this problem will go away, but that's going to be at least 5 years into the future.
