Jerry, as a guess, I would suggest that the knurling is on the camera's 
rewind knob and this device fits over the knob.  Otherwise, what's the 
knurl for.

This looks very much like Dick Wasserman's rewind crank for M2 and M3.  On 
that device there is a complete circle around the original knob  and a 
small set-screw threaded through the body in the side opposite the crank 
pin itself and the screw bares against the camera's rewind knob.
