Of course, like many words/phrase, "order of magnitude", decimate(?),
quantum and many others often move into general or colloquial usage where
their use isn't tied closely to their original or technical meaning and a
more broad use of the word or term is entirely appropriate and accepted.
Indeed some such words often continue in general usage long after their
original or technical usage has ceased to have meaning.

e.g. "george bush and his cohorts in the republican party" (unless he's
planning on leading the Roman Legions across the desert... hmm Emperor
Bush... okay - maybe that's not a good example...  :)  )

so better by an "order of magnitude" can also mean "a heck of a lot better"

PS - and yes, growing up in the house of an engineer, I did know what it
meant
