In all likelihood, this communiqué was issued to prevent people from 
moving or handling potential evidence and clues to the sequence of 
events.  I doubt that the materials are particularly toxic, at least 
not to relatively casual exposure.  But it's probably an effective way 
to get people who otherwise might not know better (children, for 
example) to stay away from the debris and to call qualified assistance.
