Yep, that is what I figured out too.  Bummer though.  I have to pay for the repair of the flash.  Grrrrrr.

I purchased my SF-20 from US Leica dealer and there was no passport.  Same
thing with my R8/R9 motor drive unit.

When my motor drive arrived with no passport, I called Leica NJ.  I was
told
that only cameras and lens are covered by the passport type warranty.

have a US warranty card in that it is not a passport item as far as I
