Try calling your dealer and getting them to order you one.  They are made, 
I bought a 39mm one last year.  The B+W code for these split grad filters 
in a rotating circular mount are 501 and 502.  The 501 is one stop grad, 
the 502 two stops grad.

BTW, I also have a Cokin 39mm ring.  They are made in this size.
