I believe that documentary work and propaganda to a certain extent overlap.  
Documentary or photojournalists might have the same fervor in presenting 
their "angle" but would never cross the line.  A good propagandist (in the 
sense that he achieves his objectives) will have no qualms about presenting 
truths and half truths and rumors and downright lies if this will further 
his/her objectives.

Given this definition, I conclude that Dorothea Lange's work is not 
propaganda but superlative artistic quality photojournalism.
