Subject: [Leica] sunny 16 rule

I was wondering while reading the moon shot string what exactly the "sunny 16
rule" is.  Perhaps a novice's quesiton but I don't have a clue all the same. 
I've always just used the choices of meters available in whatever camera I was
using.  Is this a method of bypassing a meter in some circumstances?  A
starting point, perhaps?  Just wondering.  Thanks.
