The drug companies don't care, they are selling the drugs no matter where you buy them. It is very similar to Leica prices, Leica really doesn't care if you buy your native country official imported Leica or a "gray" market Leica. The profit is made as long as the product is sold. As to the US government restricting trans-border prescription drugs, it is the exact opposite: they were trying to allow purchase of some medicines for Medicare in Canada where they are cheaper. Prices charged in a country depend on many factors including, taxes, payroll, rent, legal costs and liabilities, rents and mortgages, portion of company profit assigned to the country, and where R&D costs are charged.
