IIRC it comes from the novel "She" by H. Ryder Haggard--an adventure 
story about an African tribe ruled by a vicious, but beautiful and 
immortal white queen. The term was popularized in the last 10 or 15 
years by its use (for the main character's wife) in the PBS/BBC 
"Rumpole of the Bailey" TV mysteries.
