Ted,

One of the things the new federalization of the airport security down here
is supposed to change is the practice of separating passengers from their
possessions while they are undergoing secondary checks of shoes or
whatever. This has led to so many thefts off the conveyer belt that it is a
minor scandal. Laptops have been a particular target.

The scenario is this: you put your stuff on the conveyer, get pulled aside
out of sight of your stuff. Thief lurking inside of security grabs your
stuff and walks off.

The feds have specifically promised to change this so that you are never
separated from your property.
