$28,000? Not even out-of-state tuition is that high in Cali schools - I 
was planning on applying to UC-Santa Cruz and UC-Santa Barbara before I 
realized just how expensive it would be.

Tuition for out of state is ~$12k, as I recall, and far less for 
in-state.
