The criminal law is 'enforced' by the police, but civil law which deals with wrongs rather than crimes is decided by civil courts. If you negligently drop a piano on my car, it isn't a criminal offence, but I need some form of redress, no? Unless you think that court cases should be decided without lawyers, ie by people who are ignorant of the law, lawyers are a Very Good Thing IMO.
