It doesn't work like that.

It's not meaningful to compare the clock speed of CPUs with totally
different archicetures.

The best you can do is find a piece of software you rely on and benchmark
THAT on the different systems.

For PowerPC systems, sofware which is heavily optimized to make use of the
AltiVec instruction set built into the PowerPC processor will be much
faster than software for the same chip which does not.

It takes a lot of work to write the code for the AltiVec instruction set
(that's Velocity Engine in marketing speak) so it's  pricey. But it makes a
HUGE difference in G4 performance.
