Patty,

I've planted a lot of trees.  More to the point at
least here.  My ancestors where slauthered by invading
Spanish gold seekers in Peru.  Our history and much of
latin americas has come under the hammer of the sticky
finger politician.  

People in argentina are crying because they say the
world bank in some way encouraged the president to
funnel money to the cayman islands, funnel money to
his family business, and other financial instruments.

People in latin american are poor because their
politicians make them not the US or the rest of the
world.  The ex-president of peru fleed to japan with
untold billions of money from the world bank and the
US.  And every president, congressmen, mayor has done
the same over the years.

If it cost a $100 million dollar to build a road in
south america. $1 million goes to cheapened material
$500 thousand to workers $1 million to the
construction company. The rest goes to the many layer
of politician wanting a piece of the action.

So in the end I blame the people themselves for
putting up with this behavior.  They need to rise and
take over the current corrupt political system.
