I emailed Paypal for the same reason you would have to do also.
But, they told me nothing, have to wait for the hard copy.
In the meantime if you have to pay under $ 100.- you can go ahead even
unverified. 
Otherwise you'll have to email the seller and tell him/her what's going on
to try some other way of payment.
I would avoid someone leaving a negative feedback for any reason.
