You can use any camera and lens (Family of Man 2 requires use of Leicas). Although Kyle Cassidy appears to have conceived the project with the Leica in mind, I don't believe any restrictions exist (just about everything seems to be from 35mm cameras). You can post one image a week (and have some alternates for that week if you're really prolific). I made the mistake of sending a PAW email to about 4 forums using a group email, and got flamed for it. I'm not quite sure why doing that is a no-no, but the forum masters prefer individual emails to each forum.
