If one guy had said Yes instead of No, the PC world might be rather different. The IBM Suits went a-callin' when they needed an OS for their PC. First stop was Digital Research. IBM wanted to buy/license their operating system. DR basically told IBM to go away. Next stop was Microsoft. Gates, being no fool, hopped right on that train. Gates is very smart...very cunning...very ambitious. Smart enough to see the Apple GUI and copy the concept. Smart enough to work out licence agreements with PC OEMs to put his stuff there in front of everybody and know that his product would become the de facto standard. Apple essentially did not open up their software (but for spell in the early '90s), keeping it proprietary for their own machines only.
