It's been my experience that French state-run museums have liberal
photography policies, whereas those run by cities do not. In Paris for
example, in Beaubourg you can take pictures of whatever you like (including
the work), in the Musée d'art moderne de la ville de Paris, you can't take
pictures at all.

Not sure why this is or what the related flash/tripod rules are in those
institutions.
