Yes, but chemical changes during discharge will raise the internal 
resistance of a battery, which will cause a drop in voltage when 
under load.  The voltage when drawing zero current will not change.

Since maximum output voltage is a function of the chemistry of the cell, why
would there be any voltage "spike" when new?
