There aren't any editing programs that allow editing of image files at such a
low level, as far as I know.  Also, the level of redundancy in image data is
many orders of magnitude higher than that in text data, so tools to perform the
same operation repeatedly are very useful in image manipulation, whereas they
are far less so in text manipulation.

If you look at the most popular portals on the Web, you'll see that virtually
all of them contain hand-coded HTML.
