I doubt the dealer is charging %3 (or whatever it is) less for cash
customers.

If a merchant "upcharges", the customer can contact their bank and have the
"upcharges” taken off.  I've done that, and they do take them off...since it
is a violation of their MC/Visa/AX etc. agreement.
