Well as I said the F3 TTL system is completely different from the rest of
the Nikon (and others) line. For instance the flash SB16 came in two
different forms to, not only accommodate the different mounting foot, but,
also different circuitry. If you are mounting the SB28 with mounting shoe
adapter AS-4 or AS-7, there is no provision for the TTL circuitry, just the
flash ready signal:

If you have the rare F3P or the extremely rare F3 Limited:

They only have TTL flash through the standard F mount not the hotshoe.

So again I say that you cannot get TTL flash with the SB28 and an F3. Could
you explain how you are connecting your SB-28 to your F3?
