The last thing I wrote on the Balkans, about two years ago now, was a review of Chomsky's book on the West's Balkan policy, for The Nation magazine (you can still, I believe, find that review on their web site). In short, I concluded that the problem is that policy makers were evil. It's not a question of good people having honest differences of view about what's best for the American national interest. It's just about evil people doing evil things. After having written that -- and I still believe it -- it's hard to think what else to say that serves any useful purpose. G.
